Eligibility to vote
Person eligible to register on the voters’ register and documents he or she must show
A person allowed to register on the voters’ register of a Village or of the Embassy is any Rwandan of at least eighteen (18) years of age or the one who will have attained it on the election day and who are domiciled or resides in that Village or in countries located in the territorial jurisdiction of that embassy.
In order for a person to register on the voters’ register, he or she must show his or her national identity card or any other document issued by a competent authority which attests to his or her Rwandan nationality.
Every Rwandan who fulfils the requirements may use other means in order to register on the voters’ register in accordance with the instructions of the Commission.
Article 7: Person prohibited from registering on the voters’ register
Subject to the provisions of Article 6 of this Organic Law, the following persons are prohibited from registering on the voters’ register:
1° a person who has been deprived of his or her right to vote by competent courts and has not been rehabilitated or has not been granted amnesty in accordance with the Law;
2° a person convicted of manslaughter or murder;
3° a person convicted of the crime of genocide or crimes against humanity;
4° a person who has been convicted of defilement;
5° a person who has been convicted of rape;
6° a prisoner;
7° a refugee.
Every year and whenever necessary, the National Public Prosecution Authority submits to the Commission the list of those persons definitively convicted of crimes preventing them from registering on the voters’ register.
Person temporarily disqualified from registering on the voters’ register
The following persons are temporarily disqualified from registering on the voters’ register:
1° a person in preventive detention in accordance with the provisions of the Code of Criminal Procedure;
2° a person in detention in the execution of a sentence;
3° a person with or who shows the signs of mental illness or disrupts the tranquillity of the population and at the place of registration on voters’ register. This act is recorded in a statement.
